An Invoice shall have at least one Invoice line (BG-25).

Mandatory rule: As long as it is violated, the invoice is invalid and will be rejected by validators.
What is wrong

The invoice contains no ram:IncludedSupplyChainTradeLineItem. This means that it has no invoice line.

An invoice must contain at least one invoice line so that the goods or services being charged are specified.
